Agreement

These terms govern your use of hjpdumpsterrentalkelim.com and the rental services provided by HJP Dumpster Rental Kelim, 832 Kelim Frontage Rd, Johnstown, CO 80534. By booking a container you agree to them. Last updated September 9, 2026.

Quotes and pricing

Quotes are based on the information you provide about the debris type, volume, weight, location and rental duration. A quote is a flat rate that includes delivery, pickup, the agreed rental period and disposal up to the stated tonnage allowance. Charges may apply in addition where: the load exceeds the agreed tonnage allowance; the container is kept beyond the agreed rental period; prohibited materials are present; the load is filled above the top rail and cannot be legally transported; or a scheduled delivery or collection cannot be completed because of blocked access (a dry-run).

Prohibited materials

You may not place in any container: wet paint, solvents, adhesives, tar or other liquid or semi-liquid waste; motor oil, fuel, engine coolant or other automotive fluids; pesticides, herbicides or pool chemicals; asbestos-containing material; propane tanks, aerosols or any pressurized cylinder; batteries of any type; medical, biohazard or radioactive waste; hazardous waste of any kind; contaminated soil; whole tires; electronic devices or their components; or appliances and other white goods containing refrigerant.

Colorado’s solid waste regulations are at 6 CCR 1007-2, administered by the Hazardous Materials and Waste Management Division of the Colorado Department of Public Health and Environment, with statutory authority in C.R.S. Title 30, Article 20. Disposal in Colorado is authorized at county level: under C.R.S. Section 30-20-102 a person who owns or operates a solid wastes disposal site and facility must first obtain a certificate of designation from the governing body having jurisdiction over the area, with departmental review. That requirement attaches to disposal sites and facilities and not to the collection or transportation of waste. Beyond the statutory prohibitions described below, the materials a given facility will and will not accept are set out in that facility’s own approved operating plan rather than in a single statewide list, which is why the acceptability of a load is confirmed for the load rather than assumed. Two statutory prohibitions apply directly to material this company handles. Electronic devices and components of electronic devices may not be disposed of in a landfill in this state; C.R.S. Section 25-17-303 has so provided since 1 July 2013, and the landfills serving this area list electronic waste among prohibited materials. Waste tires are regulated under 6 CCR 1007-2, Part 1, Section 10, which permits disposal only by delivery to a waste tire collection, processing or monofill destination and provides that no person may transport ten or more waste tires without departmental registration; the landfills serving this area refuse tires outright. Whole tires are accordingly not accepted in any container supplied by this company. Colorado does not impose a statewide landfill ban on yard waste, and the landfills serving this area publish yard waste and tree branches among accepted materials; vegetative debris is nonetheless collected by this company as a separate clean load, because permitted composting facilities operate a short distance from this yard and separation is materially cheaper for the customer than mixing green waste into a construction load. Neither Weld County nor Larimer County provides residential waste collection. Weld County operates household hazardous waste facilities at 1311 North 17th Avenue, Greeley and 5500 Highway 52, Dacono, telephone (970) 400-2217, free to Weld County residents at 200 pounds per household per visit and by paid appointment for business waste, at which electronics and appliances are not accepted, together with a seasonal large item disposal voucher of one truckload or one-ton trailer per Weld County address. Larimer County residents use the Central Diversion and Transfer Station at 2388 West Trilby Road, Fort Collins, telephone (970) 498-5772. The Town of Johnstown provides refuse collection by contract under Section 7-61(a) of its municipal code, billed with the water bill under Section 7-65(a), and that service does not extend to multifamily buildings of three or more units or to commercial and industrial customers. Asbestos is never accepted in any container supplied by this company. In Colorado asbestos abatement is regulated as an air quality matter by the Air Pollution Control Division of the Colorado Department of Public Health and Environment under Air Quality Control Commission Regulation No. 8, Part B. In a single-family residential dwelling the trigger levels are 50 linear feet on pipes, 32 square feet on other surfaces, or the volume equivalent of a 55-gallon drum; an inspection by a certified asbestos building inspector is required before renovation or demolition, with an exemption for buildings constructed after 12 October 1988 where documentation confirms that no asbestos-containing materials were used; a ten working-day notification period is required before work commences and before any demolition activity regardless of quantity; and the published fees include $60.00 for a single family residential notice and $180.00 for a single family residential thirty-day permit. The division is contactable on 720-507-5136. Renovation of housing built before 1978 is subject to the federal Renovation, Repair and Painting rule. Colorado is not an authorized state for that program, so firms certify with the United States Environmental Protection Agency directly rather than with a state agency. Approximately one Johnstown home in ten was built before 1980 and the median year of construction is 2007, so the rule is a live consideration principally in the older core of the town rather than across the market. Burning is not an alternative route for this material: open burning is restricted by the local fire protection district, and those categories of burning that are permitted at all require a permit. Loads leaving a site are covered and secured before transport; Front Range Landfill states that all incoming loads are subject to random inspection and that all uncovered or unsecured loads are charged double. Fees, rules and schedules change — confirm current requirements with the Town of Johnstown, Weld County, Larimer County or CDPHE if you are unsure.

If prohibited material is found in a container you are responsible for the additional handling, disposal and any penalties incurred.

Placement, access and property

You are responsible for ensuring safe and legal access to the placement location and for obtaining any permit or approval required for the container. Colorado has no statewide residential building code and no statewide adoption of a fire code; each municipality and each county adopts its own codes on its own timetable, so the applicable requirement depends on the jurisdiction in which the container stands. The Town of Johnstown’s building regulations adopt the International Fire Code, 2024 edition. Section 304.3.5 of that code provides that dumpsters and containers with an individual capacity of 1.5 cubic yards or more shall not be stored in buildings or placed within 5 feet of combustible walls, openings or combustible roof eave lines, and Section 304.3.4 applies the same five-foot separation to dumpsters with an individual capacity of 1.0 cubic yard or more other than those constructed of noncombustible or low heat release materials. Every container supplied by this company exceeds both capacity thresholds, and the five-foot separation is applied on private driveways as well as elsewhere. Weld County does not itself enforce a fire code: its building ordinance provides that the provisions of the International Fire Code shall apply only when adopted by a local fire district and shall not be enforced under that Building Code, so in unincorporated Weld County the fire code that applies is the one adopted by the local fire protection district. For the Johnstown and Milliken area that district is Front Range Fire Rescue, telephone 970-587-4464, whose published guidance references the 2018 edition of the International Fire Code; the five-foot separation is the same under both editions. As a matter of practice this company also places containers clear of the utility meter and of heating and cooling equipment.

Permit responsibility depends on whose property the container occupies. On private property — a driveway, a yard or a parking lot — no right-of-way permit is engaged. Within the Town of Johnstown, Section 7-35 of the municipal code provides that no person shall place, store or maintain a dumpster on any public property unless expressly authorized in writing by the Town or unless that person is a contractor for the Town acting within the scope of that function, and that placement in violation is considered a nuisance. Section 11-23 provides that all persons seeking to conduct work of any kind in the public right-of-way shall obtain a right-of-way permit from the Town prior to the commencement of such work, and Section 11-25 provides that the permit fee is in the amount set forth by resolution of the Town Council; that amount is set in the Town fee schedule and is not stated here. The Town of Johnstown is at 450 S. Parish Avenue, Johnstown, telephone 970-587-4664. Sections 7-64(a) and 7-64(b) of the same code require refuse collection providers operating in the Town to obtain and maintain a Town business license and to maintain liability insurance naming the Town as an additional insured. That is a statement of what the Town’s code provides; questions about how it applies to any particular arrangement are for the Town rather than for this company, and nothing on this website should be read as a representation about this company’s own regulatory status in any jurisdiction. Kelim is an unincorporated community in Larimer County, and the Town of Johnstown straddles both Weld and Larimer counties, so a container placed on a county road may fall to either county. Weld County Public Works, telephone (970) 400-4000, requires permits for construction activities and for occupation within county rights-of-way and public drainage easements; its published material does not name dumpsters or containers, and this company accordingly makes no representation as to whether that requirement extends to them. Larimer County Engineering, telephone (970) 498-5709, issues right-of-way construction, access and other permits; its published material does not address the placement of a container in the right-of-way, and this company makes no representation in either direction. Where the address lies in another municipality — including Milliken, Windsor, Berthoud, Mead, Loveland, Timnath, Severance, Greeley, Evans, La Salle, Platteville, Erie or Longmont — that municipality administers its own arrangements, which this company has not verified, does not assume to match the Town of Johnstown’s, and which must be confirmed with that municipality separately. This company is not aware of any permit requirement for a container placed entirely on your own driveway or private property and makes no representation that none exists. You are equally responsible for any homeowners association rule, deed restriction or property owner approval that applies. Containers must be kept clear of hydrants, intersections, fire escapes and building egress.

Locates on private property are your responsibility. Call Colorado 811 on 811 or 800-922-1987 before anything is dug or demolished. Colorado’s excavation requirements are at C.R.S. Title 9, Article 1.5; Section 9-1.5-103 requires that notice of the commencement, extent and duration of excavation work be given at least two business days beforehand, not including the day of actual notice, and provides that markings are valid for not more than thirty calendar days following the due date of the locate request. Colorado 811 advises premarking the excavation area in white before contacting it, and its homepage advises allowing three business days. Both counties publish a minimum frost depth of 30 inches, so footings, water services and sewer laterals in this market are set at least that deep and excavation for them produces correspondingly more spoil. You must disclose known hazards including buried utilities, sewer, water and storm laterals, irrigation lines, oil and gas flowlines and gathering lines, a well or septic system, a basement walkout, bulkhead or window well the hoist arm must clear, a detached garage, shed or deck in the swing of the arm, a gravel drive that is soft or rutted, a narrow or steeply curving approach, recently poured or already cracked concrete, and overhead service drops or low limbs.

We use protection boards under container wheels and rails on residential deliveries as a matter of course. Even so, the placement of a heavy container on any driveway, gravel pad or paved surface carries inherent risk. This company makes no representation about subsurface conditions at any address; site-specific ground conditions are a matter for a geotechnical investigation. What is addressed here is surface behavior: ground that is dry carries a loaded container well, and ground that is soft after irrigation, snowmelt or a cloudburst will rut under several tons carried on four small contact patches, so a lawn, verge or unpaved surface is not a load-bearing surface for a loaded container in those conditions. Where you direct placement on a specific surface, you accept that risk. We are not liable for damage to driveways, lawns, curbs, aprons, walkways, wells, septic systems, irrigation or underground utilities arising from placement you have requested or approved.

Loading and safety

Do not load material above the top rail of the container. A heaped load cannot be covered, cannot be legally transported, and will not be collected until it is leveled. Distribute weight evenly, and bear in mind that broken concrete, block, brick and mortar reach lawful transport weight in a container that still looks half empty, and that roof tear-off does the same — shingle is counted in squares and layers rather than in roof area, and a second course still on the deck doubles the tonnage. You are responsible for keeping the load below the rails so that it can be covered while the container is on site: load heavier debris over lighter, bag insulation, break down cardboard, and cover anything that will take on water or blow out in a high wind. Wind, rather than rain, is the governing weather risk in this market. Weld County publishes a basic residential wind speed of 115 mph and Larimer County publishes site-specific basic wind speeds ranging from 115 to 225 mph, and recorded Front Range downslope chinook gusts have reached 137 mph. An open container of light debris in a wind event is a hazard to the property and to the street, and this company may secure or collect containers ahead of forecast high winds. Loads are covered and secured before transport as a matter of course, and Front Range Landfill states that all uncovered or unsecured loads are charged double. Precipitation here is low by the standards of most markets — the 1991 to 2020 normal at Greeley–Weld County Airport is 15.34 inches a year — but it arrives unevenly, and a cloudburst can put a substantial quantity of water into an open container in a single afternoon; that weight is charged to you at the scale, and a container that has filled with water may need to be pumped before it can be moved. Wet drywall, carpet, cardboard and insulation gain very substantial weight. Winter is its own consideration: annual snowfall on the order of 40 to 56 inches is recorded at the nearest long-term stations, and snow or ice on a sloping driveway affects where a container can safely be set and collected, so tell us early if a date is fixed. Do not stand or climb on the container. Keep children and animals away. Containers must not be moved, tampered with, or have doors opened by anyone other than our personnel.

Rental period and collection

The standard rental period is stated in your quote. Contact us when you are ready for collection. If we cannot access the container on the scheduled collection date because of parked vehicles, locked gates or other obstruction, a dry-run charge may apply.

Payment

Payment terms are as stated in your quote. Account customers are invoiced under agreed terms. Overdue balances may attract charges as permitted by law.

Cancellation

Cancel or reschedule with reasonable notice at no charge. A charge may apply where a truck has already been dispatched to your address.

Ownership and title

Containers remain our property at all times. Title to material placed in a container passes to us on collection. Do not place items of value in a container expecting to retrieve them.

Limitation of liability

To the maximum extent permitted by law, our total liability arising from any rental is limited to the amount paid for that rental. We are not liable for indirect, incidental or consequential losses, including project delay costs.
