Demolition is the service where the paperwork genuinely comes before the container, and in Colorado the reason is that asbestos is handled as an air-quality matter rather than a waste one. CDPHE’s Air Pollution Control Division administers Regulation 8, Part B. An inspection by a certified asbestos building inspector is required before renovation or demolition. In a single-family dwelling the trigger levels are 32 square feet on surfaces, 50 linear feet on pipes, or the volume equivalent of a 55-gallon drum — notably tighter than the federal commercial thresholds, and applied to single-family homes in a way many states do not. And the notification period is ten working days, required for removal above the trigger levels and for any demolition activity regardless of size. Buildings constructed after 12 October 1988, with documentation confirming no asbestos-containing materials were used, are exempt. Asbestos-containing material never goes in a rented container, and the landfill serving the north end of this market refuses friable asbestos outright.
The second sequencing item is lead, and it is a clean reversal from many neighboring states. The federal renovation, repair and painting rule applies to compensated renovation, repair or painting that disturbs painted surfaces in housing or child-occupied facilities built before 1978 — and Colorado is not on the EPA’s list of authorized states, so the EPA administers the rule here directly and firms certify with the EPA rather than with a state agency. How much of this market does that touch? Less than most: Johnstown’s median year built is 2007, 71.8 percent of its housing was built in 2000 or later, and only about one home in ten predates 1980. The pre-1978 stock is small and concentrated in the historic Parish Avenue and Main Street core and the equivalent older blocks in the neighboring towns — which is exactly where a beet-era house is most likely to be gutted.
The third is the locate, and it belongs to demolition as much as to excavation. Colorado law requires notice to the notification association at least two business days before excavation, not counting the day of actual notice, under C.R.S. Title 9, Article 1.5; Colorado 811 advises allowing three business days and requires professional excavators to white-line the area first with paint, flags or stakes. Call 811 or 800-922-1987. Pulling a slab, taking out a foundation, removing a shed with a service to it, or dropping a structure over a buried line all count. Out in unincorporated Weld County this deserves more respect than most places: the county produced more than 80 percent of Colorado’s oil in 2024 according to federal data, and gathering lines and flowlines cross rural property in places nobody on site expects.
Then the jurisdiction question, which on this corridor is never rhetorical. Colorado has no statewide residential building code. The Town of Johnstown adopts a 2024 package including the 2024 IRC and the 2024 International Fire Code; unincorporated Weld County moves to 2024 I-Codes effective 15 June 2026 and adopts no fire code at all, leaving the International Fire Code to whichever local fire district has adopted it; unincorporated Larimer County moves to 2024 I-Codes effective 1 January 2026. Johnstown itself sits in both counties, so a demolition permit question is answered by the address and nothing else. Weld County Building, (970) 400-4000. One more thing worth knowing before you plan a rural demolition: in Weld County you cannot simply bury or burn it. The county’s waste program states that a landowner disposing of their own waste on their own property must submit a design and operations report to Weld County and to CDPHE for review and approval before disposing of waste. Burning is a separate matter and it belongs to the fire district, whose adopted amendments prohibit open burning when atmospheric conditions or local circumstances make it hazardous and require permits for the categories that are allowed at all. Sizing A Demolition Job
Demolition debris is denser than people expect, so the first question is what fraction of the load is masonry, tile or plaster. If the answer is “most of it”, split the job: a 10 or a 15 for the heavy clean material, loaded flat, and a larger box for everything else. The sequence is the thing that goes wrong on demolition jobs, and it is nearly always the same three items in the same order. Asbestos first, because in Colorado the notification is ten working days for any demolition regardless of size, and an inspection by a certified asbestos building inspector is required before renovation or demolition — that is a schedule item, not a formality, and CDPHE is on 720-507-5136. Locates second: at least two business days before excavation, not counting the day of notice, with the area white-lined first — 811 or 800-922-1987. Permits third, from whichever of the three governments your address actually belongs to, because Colorado has no statewide code and Johnstown sits in two counties. Only then the container. On site, the ordinary care applies: plywood under the wheels and rear rollers, roughly 60 feet of straight approach, eleven feet of working width, 20 feet of overhead for the hoist, and five feet of clearance off combustible walls, openings and roof eave lines under the 2024 IFC as adopted by Johnstown at § 304.3.4 and § 304.3.5. Do not assume the rules from one town carry to the next: Johnstown is home rule with its own container ordinance, and the statutory towns nearby operate under state statute with their own codes and their own fire districts. The Colorado-specific point is that Colorado is not one of the states authorized to run the program — the EPA administers it here directly, so firms certify with the EPA and renovators take EPA-accredited training, not a state course. Practically, this is a minority concern in this market and a concentrated one: about one home in ten in Johnstown predates 1980, the median year built is 2007, and the pre-1978 stock sits in the historic Parish Avenue and Main Street core. If your building is in that core, settle it before the crew starts.

How do I keep a demolition load from going overweight?
By splitting it before you start rather than after. Masonry, tile, plaster, mortar bed and concrete are the dense fraction, and they belong in a 10 or a 15 loaded flat — on their own, they also have routes and economics that a mixed load does not. Everything light and bulky — framing, siding, decking, ceiling grid, insulation, cabinetry — goes in the larger box. Load flat across the whole floor rather than heaping at the tailgate, stop at the marked fill line even when it looks early, and call for a swap rather than pressing on. A container loaded above the line cannot lawfully be hauled and has to be brought back down by hand, which costs a morning.
