Commercial work on this stretch of the Front Range is not a sideline, it is where the growth is. Johnstown went from 17,303 people at the 2020 census to a Census Bureau estimate of 22,433 in July 2025, a rise of 29.5 percent, and in 2024–25 it ranked tenth in the nation for growth among places of 20,000 or more. The commercial ground behind that number sits right on our doorstep: the 2534 development, Ledge Rock Center at some 200 acres, Johnstown Plaza, the Scheels store that opened at the I-25 and US 34 interchange in 2017 and the Buc-ee’s that opened at the Colorado Highway 60 interchange in 2024. All of it clusters along I-25 between the Highway 60 and US 34 interchanges, on the Larimer County side of Johnstown, which is the same side of the line our yard on the Kelim frontage road is on.
The structural fact that most affects a commercial customer here is who is responsible for the waste. The Town of Johnstown provides refuse collection by contract under § 7-61(a) of its municipal code, billed monthly with the water bill under § 7-65(a) — and that service does not extend to multifamily buildings of three units or more, or to commercial and industrial customers. Outside the town limits, neither Weld County nor Larimer County collects waste at all; Weld’s health department describes its own role as inspecting and investigating solid waste facilities, which is oversight rather than collection. So a shop, a restaurant, a clinic, a warehouse or a twelve-unit building on this corridor arranges its own disposal, and a roll-off is the ordinary answer for anything bigger than the routine weekly stream.
The second thing to get right is which government you are actually dealing with, because that changes at the county line and not at the edge of town. Colorado has no statewide residential building code: the Town of Johnstown, Weld County and Larimer County each adopt their own packages on their own dates. Johnstown adopts a full 2024 package including the 2024 International Fire Code. Unincorporated Weld County goes to 2024 I-Codes effective 15 June 2026 and adopts no fire code at all — its ordinance provides that the International Fire Code applies only when adopted by a local fire district and shall not be enforced under the county building code. Unincorporated Larimer County goes to 2024 I-Codes effective 1 January 2026. For a commercial tenant finish or a demolition, that means the phrase “what does the code say” has no answer until somebody names the jurisdiction. Ours is a straight question: what is the street address?
Where fire code questions arise on a commercial site — a container beside a loading dock, beside a trash enclosure, or up against a tilt-wall — the authority in unincorporated Weld County is not the county. It is the fire protection district. For Johnstown, Milliken and Weld County that is Front Range Fire Rescue on 970-587-4464, whose Life Safety Division covers exactly those areas. What does not change from one jurisdiction to the next is the separation itself. The 2024 IFC as adopted by Johnstown keeps a container of 1.5 cubic yards or more five feet clear of combustible walls, openings and combustible roof eave lines under § 304.3.5, and applies the same five feet at 1.0 cubic yard under § 304.3.4. Every roll-off is above both. Five feet, always.
Operationally, commercial work here has its own rhythm. Retail and restaurant build-outs in the I-25 centers run to schedule and want a container that swaps on call rather than one that sits. Warehouse and shop clear-downs go heavy fast, because racking, steel and pallets are dense. Property managers with multifamily stock need a plan that does not depend on the Town’s residential service, because that service does not reach them. And the weather is a scheduling input rather than an inconvenience: hail takes commercial roofs at the same rate it takes residential ones, chinook winds move anything loose in an open-top box, and the landfill serving the south end of this market publishes that all incoming loads are subject to random inspection and that uncovered or unsecured loads are charged double. Choosing A Size For Commercial Work
Commercial jobs size up rather than down, with two exceptions. A 20 yard suits a small tenant finish, a single-unit turnover or a restaurant reset, and it is the largest box that still fits comfortably in a working parking lot without eating three spaces. A 30 yard is the general commercial workhorse: a full retail build-out, an office refit, a warehouse clear-down done in stages. A 40 yard is for bulky, low-density material — packaging, cardboard, insulation, ceiling grid, fixtures and shelving — where volume runs out long before weight does. The first exception is heavy material: steel, masonry, tile, dirt and concrete belong in a 10 or a 15 loaded flat, because a 40 full of anything dense cannot lawfully leave the lot. The second is roofing, which never goes in a 30 or a 40 for the same reason. If the schedule is tight, the right answer is usually one container and a booked second pull rather than a bigger box. On a commercial site the constraints are different from a driveway, and they are usually about the lot rather than the building. We want roughly 60 feet of straight approach, eleven feet of working width and 20 feet of overhead clearance for the hoist, which rules out most covered drive-throughs and a good many parking structures. Curb cuts, wheel stops, light bases, landscape islands and grease interceptors decide the placement more often than the building does. Plywood goes under the wheels and the rear rollers on asphalt as a matter of course, because summer heat softens a lot surface and a loaded box leaves a mark that outlasts the job. The clearance is the one thing that does not bend: the 2024 IFC as adopted by Johnstown keeps a container of 1.5 cubic yards or more five feet clear of combustible walls, openings and combustible roof eave lines, and the same five feet applies at 1.0 cubic yard under the adjacent section. Both matter for the same practical reason — every roll-off is bigger than either. On placement permission, private lots are straightforward: no right-of-way permit is in play. Does the Town collect commercial trash?
No. Under § 7-61(a) of the Johnstown municipal code the Town provides refuse collection by contract, and that service does not serve multifamily buildings with three or more units, or commercial and industrial customers. Town-served accounts are billed monthly with the water bill under § 7-65(a), which ties the service to the water tap. Outside the town limits it is simpler still: neither Weld County nor Larimer County collects waste. Weld County’s health department describes its waste role as receiving complaints and inspecting facilities, which is regulatory oversight, not a collection service. So commercial disposal on this corridor is arranged privately, and for anything above a routine weekly stream a roll-off is the normal answer. Who enforces the fire code on my site?
It depends where the site is, and this is the single most misunderstood thing in this market. Inside the Town of Johnstown, the Town adopts and enforces the 2024 International Fire Code. In unincorporated Weld County the county enforces no fire code at all — its building ordinance states that the International Fire Code applies only when adopted by a local fire district and shall not be enforced under the county building code. Out there the authority is your fire protection district, and district boundaries do not follow municipal or county lines. For Johnstown, Milliken and Weld County that is Front Range Fire Rescue on 970-587-4464. For a rural container clearance question, the county building department is simply the wrong number. What does not vary is the separation: five feet, always.
Can you swap a container on a schedule?
Yes, and on commercial work that is usually the cheaper way to run it. A booked swap keeps a smaller box moving instead of leaving a large one standing part-loaded on a lot you are paying for, and it keeps every load under a lawful road weight, which matters most on the dense streams — steel, masonry, tile, roofing. What happens to electronics and appliances from a refit?
They come out of the stream before the container leaves. Colorado has banned electronic devices from landfills since 1 July 2013 under C.R.S. § 25-17-303, and the landfills serving this area list electronic waste as prohibited on their own acceptance sheets, so a load with monitors in it is a problem at the gate rather than a surcharge. Appliances are a separate question: some landfills here take dishwashers, dryers, water heaters, stoves and washers, while refrigerators, freezers and air conditioners are refused because of the coolant. Weld County’s household hazardous waste facilities do not accept electronics or appliances either. Do you serve the towns either side of Johnstown?
Yes — Milliken, Windsor, Berthoud, Mead, Severance, Loveland, Timnath, Greeley, Evans, La Salle, Platteville, Erie, Longmont, Lucerne and Gill, along with Kelim and Johnstown themselves. What we will not do is tell you that another town’s rules match Johnstown’s. Johnstown is a home rule town with its own container ordinance and its own right-of-way permit; Berthoud, Milliken, Mead and Severance are statutory towns operating under state statute, and Windsor, Erie and Longmont are home rule with their own codes. We could not verify what any of them require of a container on a public street, so for a street placement outside Johnstown we will give you the town’s number and tell you to ask there. That is honest, and it is faster than being wrong.
