New construction is not a side stream in this market, it is the main one after hail. The Town of Johnstown issued 528 single-family residential permits in 2025, with multifamily bringing the total to more than 900, alongside 18 commercial permits in the same year and 21 the year before. Population went from 17,303 at the 2020 census to an estimated 22,433 in July 2025 — a 29.5 percent rise in five years, and a single-year jump of 8.4 percent that put the town tenth in the country for growth among places of 20,000 or more, on Census Bureau figures. Nine hundred residential starts in one town in one year is a great deal of framing offcut, packaging, drywall scrap, window and door crating, sheathing trim and site litter, and it is why we keep construction containers on standing rotation rather than as one-off deliveries.

The first thing a builder new to this corridor should know is that there is no statewide residential building code in Colorado. Adoption is entirely local, and the packages and dates genuinely differ between neighbors. The Town of Johnstown adopts a 2024 package including the 2024 IRC and the 2024 International Fire Code. Unincorporated Weld County moves to the 2024 I-Codes with the 2023 NEC effective 15 June 2026, and adopts no fire code at all. Unincorporated Larimer County moves to the 2024 I-Codes with the 2025 NEC and the 2025 Colorado Wildfire Resiliency Code effective 1 January 2026, and notes that structures built after 1 January 1972 required a building permit except as noted. Every sentence that begins “the code says” on this corridor has to name one of those three.

The second thing is depth. Both counties publish a 30-inch frost line — Weld County’s design criteria give 30 inches for residential and commercial work, and Larimer County states a 30-inch minimum frost depth countywide. That governs footings, water services and sewer laterals, and it is why basements are ordinary here and why excavation produces more spoil than a crew calibrated for a warmer market expects. Spoil is the heaviest thing on most sites: soil, rock and trench arisings reach a lawful road payload while the container still looks like it has room in it. That is a 10 or a 15 loaded flat, not a 30, and getting that wrong costs a morning while somebody digs a box back down to weight.

The third is the locate. Colorado law requires notice to the utility notification association at least two business days before excavation, not counting the day of actual notice — C.R.S. Title 9, Article 1.5. Colorado 811’s own homepage advises allowing three business days, which is sensible margin rather than the statutory number, and its professional excavator guidance is explicit that you white-line the dig area first, with paint, flags or stakes, before you call. Locate markings stay valid while they are clearly visible and for no more than thirty calendar days from the due date of the request. Out in unincorporated Weld County this matters more than most places: it is the densest oil and gas county in Colorado, producing more than 80 percent of the state’s oil in 2024 according to federal data, and a rural property may have gathering lines across it that nobody on site knows about. Then there is the practical business of running a box on a site that is still mud. Spring starts late here: the average last frost at Greeley is 12 May, and thaw turns a graded lot soft before it turns it dry. We set on plywood as a matter of course, we would rather put the container on the finished drive or the road base than on soft ground, and we will tell you honestly if the approach will not hold a loaded truck. Sizing A Container For A Build

Work from what the stage produces rather than from the size of the house. Framing, sheathing and packaging are bulky and light, so a 30 yard or a 40 yard earns its keep through the rough stages, and a 40 is the right box for a finish phase full of cardboard, crating and protective material. Drywall and finishes sit in the middle and suit a 30. The reversal comes with anything dense: trench spoil, soil, rock, concrete, brick, block and tile go in a 10 or a 15, loaded flat, because a 30 full of dirt reaches a lawful road weight while it still looks half empty and then it cannot move. Roofing is the other reversal — an ordinary tear-off belongs in a 15 or a 20 and never in a 30 or a 40. On a multi-trade site the cheapest arrangement is almost always a mid-size container with booked swaps rather than one oversized box that stands part-loaded for a fortnight. Soft Ground, Locates And The Fire Setback

Three things decide whether a construction delivery goes smoothly here. The ground comes first. Spring thaw and a freshly watered lot both produce soft surfaces, and a loaded roll-off puts its weight through two narrow contact patches, so we set on plywood every time and we will ask for the road base or the finished drive rather than the graded pad wherever there is a choice. Ruts are the usual damage on a site, not cracks, and they are entirely avoidable. The locate comes second, and it belongs to the excavation rather than the container: Colorado law requires notice at least two business days before you dig, not counting the day of notice, and Colorado 811 tells professional excavators to white-line the area first and advises allowing three days. The 2024 International Fire Code as adopted by the Town of Johnstown keeps containers of 1.5 cubic yards or more five feet clear of combustible walls, openings and combustible roof eave lines under § 304.3.5, with the same five feet at 1.0 cubic yard under § 304.3.4 — and on a framed house under construction, every wall is a combustible wall. Whichever one the jurisdiction your address sits in has adopted, because Colorado has no statewide residential building code. Both counties publish a 30-inch frost line, so footings, water services and sewer laterals are set at least that deep across the market. That means more spoil than a crew from a warm-winter market plans for, and spoil is the densest material on a residential site. The rule is simple: dirt, rock and trench arisings go in a 10 or a 15 loaded flat, never in a 30. It is also why basements are normal here — once you are digging 30 inches for frost anyway, the marginal cost of a full basement is small — and a basement doubles the amount of drywall, framing and finish waste a house produces over its life.

How much notice does Colorado 811 need?

Can I burn or bury clearing debris on the property instead?

Not sensibly, and in Weld County there is a documented reason. The county’s waste program states that a landowner disposing of their own waste on their own property must submit a design and operations report to Weld County and to CDPHE for review and approval before disposing of waste. Burning is a fire district question rather than a county one: Front Range Fire Rescue’s adopted amendments prohibit open burning when atmospheric conditions or local circumstances make it hazardous and require a permit for the categories of burning that are allowed at all, with county health department permits referenced for silvicultural and wildlife-management burning.
